Minneapolis records clerk Melissa Hill tells the Star-Tribune that she fears people are being conditioned ?to accept a police state? as military exercises in the city involving Black Hawk helicopters based around ?confrontation scenarios? continue to stir intrigue and concern.

Asked about the exercises which have been ongoing all week in downtown Minneapolis,?Hill responded, ?To me it?s really frightening. Military copters flying around in our airspace in an urban setting ? it kind of conditions people to accept a police state.?

As we reported on Tuesday, footage of the drills showed Black Hawk choppers hovering between skyscrapers and circling over the Hennepin Avenue Bridge.

The exercises are being run by an elite military unit based in Florida called the U.S. Special Operations Command, in coordination with Minneapolis and St. Paul police.

According to Ken McGraw, a deputy public affairs officer with the Special Operations Command, civilians have also been hired as role players to act as the ?bad guys? in a situation based around confrontation scenarios, ?Close-quarters battle ? small-unit engagement at short ranges in confined areas, building- and room-clearing operations; dynamic entry ? breaching doors or walls with explosives.?

The exercises also involved the Black Hawks flying around the roof of the Federal Reserve building, on top of which observers stood watching proceedings.

When asked about their involvement in the drill, Fed spokeswoman Patti Lorenzen were reticent to give much away, telling the newspaper, ?The law enforcement activity in the vicinity of the Federal Reserve Bank of Minneapolis is part of previously announced routine training exercises.?

Residents who shot footage of the drills and attempted to communicate with troops in full military fatigues sitting in open-doored choppers were met with a stony response ? the soldiers didn?t wave back.

Attorney Steve Reeves said he was ?very happy? to see the military conducting drills in the city, adding ?I support our military.?

The fact that elite troops are conducting drills based around ?confrontation scenarios? will undoubtedly stir concern that they are being prepared not for overseas operations but for potential civil unrest inside America.

A recent academic study?about the future use of the military as a peacekeeping force within the United States written by a retired Army Colonel depicts a shocking scenario in which the U.S. Army is used to restore order to a town that has been seized by Tea Party ?insurrectionists?.

The study is based around very real preparations for domestic disorder and martial law in the aftermath of a civil emergency or an economic collapse.

It dovetails with a?recently leaked U.S. Army manual?which reveals plans for the military to carry out ?Civil Disturbance Operations? during which troops will be used domestically to quell riots, confiscate firearms and even kill Americans on U.S. soil during mass civil unrest.

Preparations for using troops to deal with social breakdown on U.S. soil have been in the works for years.

Back in 2008, U.S. troops returning from Iraq were?earmarked for ?homeland patrols??with one of their roles including helping with ?civil unrest and crowd control?.

In December 2008, the?Washington Post reported?on plans to station 20,000 more U.S. troops inside America for purposes of ?domestic security? from September 2011 onwards, an expansion of Northcom?s militarization of the country in preparation for potential civil unrest following a total financial collapse or a mass terror attack.

A report produced that same year by the?U.S. Army War College?s Strategic Institute?warned that the United States may experience massive civil unrest in the wake of a series of crises which it termed ?strategic shock.?

?Widespread civil violence inside the United States would force the defense establishment to reorient priorities in extremis to defend basic domestic order and human security,??stated the report, authored by [Ret.] Lt. Col. Nathan Freir, adding that the military may be needed to quell ?purposeful domestic resistance?.

Ex-editor of Scottish News of the World charged

The former editor of the Scottish edition of Rupert Murdoch's News of the World tabloid was arrested on Wednesday and charged in connection with the defamation action of a former lawmaker.

Bob Bird, 56, was charged with attempting to pervert the course of justice over Tommy Sheridan's successful legal action against the newspaper in 2006.

Bird was held for questioning at a police station in Glasgow before being released around four hours later.

"I just want to say I'm really sad and disappointed that things have come to this today," Bird told broadcasters after his release.

"I have always tried to do the right thing throughout my 30, 40-odd years in journalism and I will be denying the charge that has been made against me today.

"On legal advice, I can't say any more at the moment."

Bird edited the now-defunct tabloid when it reported allegations about the flamboyant Sheridan's private life.

The former member of the Scottish Parliament sued the newspaper for defamation and was awarded ?200,000 ($315,000, 250,000 euros) in damages.

Sheridan was subsequently charged and convicted of perjury and jailed for three years, but was released after serving one year of his sentence.

In May, British Prime Minister David Cameron's former media chief Andy Coulson was arrested and charged over evidence that he gave at Sheridan's perjury trial.

Coulson is a former editor of the London-based edition of the News of the World.

Murdoch shut down the News of the World in July last year amid a storm of allegations that it had hacked the phones of a murdered schoolgirl and accessed the voicemails of hundreds of celebrities and politicians.

Police release surveillance video from Empire State Building shooting

The New York Police Department released surveillance video showing the moment two officers opened fire on a man who had just gunned down a former work acquaintance in front of the Empire State Building.

Police said Jeffrey Johnson shot Steven Ercolino, a former co-worker on Friday and then stood over his prone body, pumping more bullets into him.

With his weapon in a black bag, Johnson made his way up Fifth Avenue, where his dramatic and deadly confrontation with officers was captured on surveillance tape.

The 58-year-old former fashion designer turned his gun on the officers who were standing 8-feet away from him, however it appeared to have jammed, police said.

Johnson was killed by a hail of police gunfire as bystanders ran through the streets, trying to escape the shooting.

At least nine people were wounded, likely by police bullets or flying shards from planters that were hit, police said.

Witness George King told ABC News he watched several people around him struck by bullets.

"I heard multiple gunshots, I'd say about 12 of them," he said. "I thought they were firecrackers, at first. I didn't know what was going on. Everyone started running for cover along with me. The girl that was running next to me fell down to the pavement and, when I looked at her, I could see she had been hit in the leg. She was bleeding from the leg.

"I noticed about five people who had been struck on the sidewalk or the street," he said.

The saga unfolded shortly after 9 a.m. on Friday in New York's bustling midtown area.

Johnson was lurking outside a building adjacent to the Empire State Building, ABC News station WABC in New York reported.

The building housed Hazan Imports Corp., which had once contracted with Johnson to design T-shirts, police told WABC.

Johnson's relationship with the company ended bitterly a year ago in a dispute with the company's account executive, Steven Ercolino, 41, police said.

A friend of Ercolino's who witnessed the shooting told police that she noticed Johnson, who was wearing a suit and carrying a black bag, outside the building. She saw him walk up to Ercolino and without saying a word, fire five times at the victim and keep firing as Ercolino slumped to the ground, police told WABC. Ercolino's father was heartbroken.

"Steven was a wonderful son. He was very good son and person," Frank Ercolino of Warwick, N.Y., told ABC News.

Johnson calmly walked away from the shooting, the witness told police, but New York Police Commissioner Ray Kelly said he was followed by a construction worker.

The worker alerted two New York Police Department officers who confronted Johnson.

Police told WABC that Johnson legally bought his gun in Sarasota, Fla., in 1991. He illegally brought it to New York City, which has strict gun laws.

Shiloh Fernandez to play boxer Johnny Tapia in biopic

LOS ANGELES (TheWrap.com) - Shiloh Fernandez is set to play Johnny Tapia in a biopic focusing on the early years of the boxing champion's life.

Eddie Alcazar has been tapped to direct the film from a script that he co-wrote with Bettina Gilios for producers Anonymous Content.

Fernandez began boxing at the age of nine. He became the WBO super flyweight champion and the WBO bantamweight title-holder in the 1990s.

The project was in the works before the boxer's death in May. The film is expected to be released in 2013.

Fernandez's previous credits include "Little Red Riding Hood." He will next be seen in "The Evil Dead."

Melanoma expert reviews unique adverse events with newly approved drug

ScienceDaily (Aug. 22, 2012) ? An internationally recognized melanoma researcher at Moffitt Cancer Center and colleagues at the University of Kiel in Germany, including Axel Hauschild, M.D., and Katharina C. K?hler, M.D., have published an article in the July 20 issue of the Journal of Clinical Oncology that describes immune-related adverse events for patients receiving either tremelimumab or ipilimumab.

Both drugs are anti-CTLA-antibodies with similar mechanisms of action but manufactured by different companies. Ipilimumab is an immunoglobulin G1 with a plasma half-life of 12 to 14 days. Tremelimumab is an immunoglobulin G2 with a plasma half-life of 22 days. Both have been extensively tested in metastatic melanoma, and ipilimumab was approved in 2011 by the U.S. Food and Drug Administration for treating metastatic melanoma and other cancers.

"During treatment with ipilimumab and tremelimumab, a unique set of adverse events may occur called 'immune-related adverse events,' or irAEs," said study lead author Jeffrey S. Weber, M.D., Ph.D., director of Moffitt's Donald A. Adam Comprehensive Melanoma Research Center of Excellence. "These irAEs may include colitis, hepatitis, pancreatitis, lymphadenopathy, neuropathies and nephritis."

According to Weber, appropriate management of these side effects requires the cooperation of a multidisciplinary physician-led team that includes nurse practitioners and infusion nurses. He recommends that specialists, including gastroenterologists, endocrinologists, hepatologists, dermatologists and surgeons, receive education on managing these symptoms. Early recognition of irAEs and initiation of treatment are crucial, the researchers said.

In their review of studies on the drugs' adverse effects, the researchers also found that irAEs correlated with treatment response in some studies. The reduction in tumor burden came in four patterns after week 12 of treatment.

"Anti-CTLA-4 antibodies have shown patterns of anti-tumor response that are different from responses to conventional chemotherapy," explained Weber. "Because responses can occur slowly or be mixed, 12 weeks has been the time to first evaluation with ipilimumab."

Weber and his colleagues also reviewed the new set of response criteria that have been created -- immune related response criteria, or irRC -- to evaluate disease progression and benefit with immune checkpoint inhibitors such as ipilimumab. The irRC criteria have been compared with modified World Health Organization criteria in studies of patients receiving ipilimumab and can provide valuable information to oncologists as to when to stop or continue treatment with ipilimumab.

"In this study, we provide a detailed description of irAEs and recommendations for practicing oncologists who are managing them along with the unusual kinetics of response associated with ipilimumab therapy," Weber said.

Republicans again back strict anti-abortion platform

WASHINGTON (Reuters) - A Republican Party committee on Tuesday embraced anti-abortion language it has used in its platform since 2004, with no mention of exceptions for rape or incest, as one of its Senate candidates was widely condemned over his comments about rape.

The anti-abortion language was approved by the platform panel with little discussion and is nearly identical to what was in the Republican platform in 2008 and 2004.

It was adopted on a day in which the issue of abortion was making unwanted headlines for Republicans because of controversial comments about rape made over the weekend by U.S. Representative Todd Akin, a Senate candidate in Missouri.

The committee also called for a "human life amendment" to the U.S. Constitution in the party's 2012 platform.

The platform - a statement of principles that is not binding on Republican candidates - will be voted on, and likely approved, by delegates to the Republican National Convention next week in Tampa, Florida.

Many of the Republican delegates who have shaped the platform in recent years are among its most conservative members and reflect the party's move to the right in the past decade.

This is likely to be the third consecutive presidential election in which the Republican candidate for president - George W. Bush in 2004, John McCain in 2008 and Mitt Romney this year - has a more lenient position on abortion than the party's platform.

Bush, McCain and Romney all oppose abortion but have said it is acceptable under certain circumstances, such as when a rape results in a pregnancy.

Virginia Governor Bob McDonnell, chairman of the platform committee, praised the panel for making quick work of an issue that he said has involved hours of discussions in the past.

"I applaud the committee's work in affirming our respect for human life," McDonnell said. "Well done."

A 'HUMAN LIFE' AMENDMENT

The language backed by the platform committee says an unborn child has a fundamental right to life that cannot be infringed. It also says the Republican Party supports a "human life amendment" to the Constitution and endorses legislation to ensure that unborn children are protected by the 14th Amendment.

The abortion issue became a main topic on the campaign trail after Akin said during a television interview Sunday that a woman was unlikely to get pregnant from "legitimate rape."

The remark sparked a flurry of calls from other Republicans for him to quit his race against Democratic Senator Claire McCaskill - calls Akin has resisted.

Akin's comments were seen as a distraction before the Republican convention, where Romney will be nominated for president at an event in which Republicans hope to put a national spotlight on Democratic President Barack Obama's handling of the struggling U.S. economy.

Republicans also want to puncture Democrats' portrayals of Romney as a wealthy, aloof former private equity executive who cannot relate to middle-class Americans by casting Romney as warm and approachable.

Instead, Romney's campaign has had to deal with the Akin controversy, which also has served as a reminder that Romney's vice presidential running mate, U.S. Representative Paul Ryan, has had stricter views on abortion than Romney. On Tuesday, Romney urged Akin to withdraw from the Missouri race.

Democrats, meanwhile, linked the proposed Republican platform to Akin's strict views on abortion.

"Republicans have finally hit rock bottom," said Debbie Wasserman Schultz, a Florida congresswoman who heads the Democratic Party. "I don't have to tell any of you how outrageous Republican Representative Todd Akin's comments were this weekend. But unfortunately, he's not alone in his extreme and dangerous views."

Wasserman Schultz said the Democratic platform, to be approved during the party's convention in Charlotte, North Carolina, during the first week of September, would express strong support for women's reproductive freedom but also would include language proposed by anti-abortion Democrats.

    I originally posted this in the Market forum but that area seems dead. Here's my post..

    I'm looking at upgrading and grabbing a new computer, preferably a gaming one.

    I'm looking to spend a maximum of about ?800, but obviously cheaper the better. I currently have an old PC:

    • 4GB Ram
    • nVidia GeForce 8400GS
    • Quad Core @ 2.40GHz
    • 500MB HDD.

    So the new PC should be better than that please
    I'd prefer something with these specs:Also preferably available in the UK so I'm not paying daft prices for shipping. I'm asking on here as I know there are a lot of people who know their stuff about computers!

    Also what are you looking to do exactly with your pc, as in what kind of gaming? any specific types of games? want wi-fi? storage?, etc
    want a screen, speaker, etc as well in that budget?

    I'm not bothered about wifi as my router is right next to my pc anyway and I'm currently using an Ethernet cable. Storage anything that's decent really. I currently have 500mb and it seems too little. 1TB+?

    ?800 would just be the tower. I don't want a monitor as I'm currently using my TV for everything :P I'd be happy to keep my current wireless keyboard/mouse but would be happy to buy others outside of the 800 budget.

    I wouldn't mind self-building but I'd be hopeless selecting parts etc :/

    you already got a windows dvd?

    I play quite demanding games: Flight Sim X, Trainz 2012, Sims 3. I also don't have a windows dvd but I'd probably just buy a windows 7 one off Amazon or something if it's worth it.

    I've only got an Acer Recovery disc hiding somewhere in my pile of CDs.. There is a serial key but it's Vista..

    You want a gaming computer to play SIMS?! SIMS?! Seriously? Sims needs very little graphical power. Unless you note an extreme lack of FPS, just upgrade your GFX. You don't need more RAM, just get yourself another 4GB stick, dirt cheap if it's DDR2.

    But surely upgrading the GFX will do the job? Haha, that's scary but true, only just noticed! When I built my PC, 4GB DDR3, I paid ?82.

    My PC originally came with 2x1GB ram. When I was in the process of upgrading it I read online on many pages that the max for my motherboard/pc was 2x2GB.. And I want a new pc anyway as I've had this for like 3-4 years. I'd love a stronger PC so I could play FSX etc more & better Maybe I could get San Andreas back and SA:MP

    Idk if upgrading would do though for the reason I've just said hmm?

    It's up to you. The only real problem you have is that your GFX could do with a bit more grunt. You can easily build a decent tower for ?500 that will play many high-end games for you. Don't bother getting a new hard drive, optical drive.

    I'd probably just keep this one and wipe everything off it & start again, or get another and use both? Does that max 4GB ram sound correct though? May as well just start from scratch if I can't upgrade much. I also read that the PSU that comes with this PC is a piece of crap, and I haven't bothered upgrading it as I've noticed just how many cables there are lol.. Scary :P

    I'd recommend a different CPU, perhaps a K version! I know the i5 2500k had rave reviews (a bit old now!)

    I'd get a K version if it's worth the money, idk about overclocking though as I wouldn't want to break anything haha :P

    That looks like a decent build though. I might wait a bit though as I'm expecting to get some money within the next 2 weeks ish, idk how much it'll be but if it's a fair bit I'd increase my budget.. Unless that build is good enough?
