LEARNING AND DEVELOPMENT COORDINATOR

The Southern California Regional Rail Authority (SCRRA) is the joint powers authority that operates Metrolink, the five county premier commuter rail service with a dedicated staff of approximately 250 full time employees and over 800 contract staff. Metrolink is one of the fastest growing commuter rail systems in the country with seven routes, 55 stations, and 512 miles of track. Metrolink transports over 40,000 passengers daily and continues to reduce congestion on highways and improve mobility throughout the Southern California region.

Under the leadership of the Manager, Learning and Development, the Learning and Development Coordinator will, as a key member of a small HR team, be responsible for the following: ? Assist with the learning assessment/survey process for all agency staff; ? Assist in the design and development of training program materials and facilitation of multiple training programs; ? Lead the coordination, organization, and scheduling of the New Employee Orientation (NEO) program and onboarding of new employees; ? Collect, measure, and interpret program evaluation data and recommend effectiveness and learning curve improvements; ? Identify and implement opportunities to improve training efficiency; ? Partner with department management to prepare, maintain and populate the agency-wide Training Database that maintains a history of employee training, including triggers that indicate when training is due to avoid any lapses in compliance; ? Ensure all regulatory, Authority, and discretionary training is scheduled and completed before all current and perspective new employees begin the duties assigned per the job description; ? Proactively secure appropriate training facilities for learning and development sessions six months out; ? Set up, test, and troubleshoot technology to ensure seamless delivery of training materials for all training activity; ? Direct oversight and development of budget details with regard to costs and expenditures in order to reflect ongoing current balances and available funds; ? Accurately prepare and disseminate all training communication consistent with the department brand and archive registration confirmation records for training sessions; ? Conduct research, formulate recommendations, and prepare reports for presentation to management, committees, and outside agencies; as needed ? Contribute to the creation of programs and materials to communicate human resources policies and information; ? Accurately maintain the Tuition Reimbursement database to reflect real true balance as needed; ? Perform other administrative and related duties as assigned.

To be considered for the position, the candidate must meet the following minimum requirements: ? Bachelor?s Degree in liberal arts, human resources administration, industrial relations or a related field; ? Minimum of five to seven years work experience supporting an Organizational Development or Training function performing similar work as described in the ?Duties? section of this announcement; ? Minimum five years? work experience developing databases within a Human Resources environment; ? Proven successful track record in a position that supports Senior Management and the execution of many projects and assignments simultaneously that target learning and development goals; ? Must have a solid understanding of internal customer service, supporting short and long term customer strategies related to organizational development, learning and development, and strategic initiatives; ? Demonstrate knowledge of training needs assessment, adult learning theories, and techniques and the ability to recommend and create course development; ? Demonstrate prior work experience in an environment where the organizational focus is on improving business results and outcomes through customer driven state-of-the art practices and programs; ? Possess high level of analytical skill with the ability to review and interpret a variety of data, including trends and survey data related to ongoing employee development, department and Agency growth, and related reports; ? Technical proficiency in Microsoft Office Suite, Adobe Software Suite (Flash and PhotoShop), Excel, PowerPoint; ? Ability to successfully navigate social media for the purposes of identifying and extracting relevant course content and e-learning; ? Demonstrate superior communication skills both verbally and in writing; must demonstrate the ability to appropriately handle confidential issues, communication and events; ? Ability to perform and prioritize within a detailed-structured, fast-paced environment with limited supervision; ? Ability to exert up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move an object; This position is located at One Gateway Plaza, Los Angeles, CA 90012
